Does the AIT carbon fiber hood come with predrilled holes for the windshield wash sprayers or do I have to drill them?

nope. you drill them, or live without them or relocate the sprayers to the wipers. i have a new set of those if interested.

the sprayers are made for the wipers and attach to them and connect the tubing together. some GM cars had them. and someone on here made a How-To.
